MEXICO 2323 MEXICO CITY Guard were mobilized and sent to the border,where they remained until December, whenseveral regiments were ordered home. Al-though the United States had repeatedlycalled Carranzas attention to the depreda-tions, he was either unable or unwilling tomake any effort to check them. But hestrenuously objected to the prasence of theUnited States troops in Mexico, and toavoid friction the movements of GeneralPershings forces were greatly restricted.Neither Villa nor any considerable numberof his followers were captured. An attackupon a company of General Pershings menby Carranzas troops complicated mattersstill more. In July the South American diplomatsagain attempted mediation, with the resultthat commissioners from the de facto gov-ernment of Mexico and the United States metin New London, Conn., September 6.
