The supreme court com-prises one chief justice and four districtjustices appointed by the governor and sen-ate for a term of twelve years. The stateis divided into four supreme court districts.,The court of appeals is composed of twodistrict judges appointed by the supremecourt. There are about thirty judicial dis-tricts, in which district judges hold court. Local government is unique and differsvery materially from that found in any otherstate of the Union. This is due to the factthat Louisiana was settled by the French,who, previous to the Louisiana Purchase, hadthoroughly established their laws and insti-tutions, most of which have been retained,with but little modification.
