Thenavigable rivers enable almost all parts ofthe state to be reached by water; hencetransportation is comparatively easy andcheap. There are about 5,325 miles of rail-way. These lines consist of trunk lines ex-tending north and south and from the north-west to the southeast, besides an east and westline across the northern part of the stateand another extending to the Pacific coastacross the southern part. New Orleans isthe great railroad center, and Shreveportranks next to it in this respect. Government. The legislature consists ofa senate that cannot exceed forty-one mem-bers, and a house of representatives that can-not exceed 115 members. The members ofeach branch are elected for four years. The supreme court com-prises one chief justice and four districtjustices appointed by the governor and sen-ate for a term of twelve years. The stateis divided into four supreme court districts.,The court of appeals is composed of twodistrict judges appointed by the supremecourt. There are about thirty judicial dis-tricts, in which district judges hold court. Local government is unique and differsvery materially from that found in any otherstate of the Union. This is due to the factthat Louisiana was settled by the French,who, previous to the Louisiana Purchase, hadthoroughly established their laws and insti-tutions, most of which have been retained,with but little modification.
