MONROE 2394 MONROE rated nation that entered upon the era ofpeace. The victories of the American navyhad gained for the United States the respectof European nations, and the time was pastwhen American rights could be treated withcontempt. Moreover, Monroes administra-tions were in a political sense an era of goodfeeling. Because of their unpatriotic at-titude during the War of 1812 the Federal-ists lost all semblance of power, and theparty as such passed out of existence.Theoretically there was but one party, theDemocratic-Eepublican, eoon to be knownsimply as Democratic. New issues, however,were coming to the front, and the era of goodfeeling was only superficially harmonious. One of the questions that was being de-bated was the right of the government toappropriate money for public improvements,such as highways and canals.
